I dont think the local or state paper would, but maybe magazines most probably. I dont have a clue were you find someone or a company that does that but yea market yourself maybe start up a website or something with weekly short comics, maybe someone important will see, or you use it as a resume. By the way the private messages even I havent figured it out yet.
